The RockyMouonts Bike Rack part # RKY10002 has a distance of 9-1/2 inches from the center of it's hitch pin hole to the nearest portion of the rack that is upright. So if you measure from the pin hole of your Promaster 3500 out 9-1/2 inches and that's out further than the rear of your vehicle the rack would fit and clear. In order to remove the old adhesive you might find it easier to heat the glue first with like a blow dryer and then try a combination of scraping or products such as rubber alcohol. Once gone, you can then apply the ThermaHeat RV Holding Tank or Step Heater Pad part # 277-000164. For the 2019 Ram ProMaster 3500 there is not a direct wiring harness. If you want to use the P3 # 90195 then you will need to use the kit # ETBC7 to hardwire it. Since your 2022 Ram ProMaster 3500 has the extended 159" wheelbase you'll need to go with the Draw-Tite Max-Frame Trailer Hitch Receiver # 76050 instead of the Hitch # 75882 you're looking at.
Over the years we've found that the 75882 has issues with a driver side bolt cutout and the spare tire release on the extended wheelbase ProMasters which is why that exclusion exists.

This has a thermoplastic construction with a surface that is designed to divert fluid and outside debris away from you. Yes, you can do this, but to be clear, we will add a Tee fitting that will allow you to use your onboard propane tank and an outdoor 20 pound tank. You cannot use this to refill or add to the primary onboard tank.
You can use the JR Products # 37207-30135 Propane T-Fitting to go between the onboard tank and the POL connector currently attached to the tank. Then use a JR Products # 37207-30785 pigtail to connect your 20 pound tank.

As long as your 2020 Ram ProMaster 3500 Van has the standard 225/75R16 tires I recommend the Titan Chain Alloy Snow Tire Chains # TC2319 which can be installed without needing to move the vehicle and will offer excellent traction in both snow and ice.
Ideally you will want to put them on before getting stuck, but you will need to check local laws to make sure that they are legal for that time of year and area.
